Ducking the opposition

The failure to make even symbolic changes in the government -- the finance minister who resigned under opposition pressure earlier this year was reinstated -- represents a gamble by Emir Shaikh Sabah Al Ahmad Al Sabah that he can essentially ignore protesters who are boycotting his parliamentary elections.
